2023-24 WSAC Legislative Agenda

The Washington State Association of Counties (WSAC) members gathered in Renton and approved the proposed legislative priorities for the 2023-24 legislative session.

The Washington State Association of Counties (WSAC) members gathered in Renton during the Annual County Leaders Conference and approved the proposed legislative priorities for the 2023-24 legislative session. The Legislative Steering Committee (LSC) previously narrowed the scope of possible priorities in May and formed subcommittees that met throughout the summer to discuss and evaluate 35 issues in four subject areas – Fiscal & Governance, Environment & Land Use, Infrastructure & Transportation, and Social Justice & Equity. The LSC met again in September to further narrow the list and ultimately selected 4 issues for consideration by the WSAC membership as the 2023-24 legislative agenda.

  • Extension of the sales & use tax for public facilities (.09% tax);
  • Establishing better statewide standards for behavioral health network adequacy;
  • Studying county justice system costs; and
  • Creation of a federal transportation fund exchange.

A complete package for the proposed 2023-24 WSAC Legislative Agenda based on the four priorities identified by the LSC was presented to the membership.

Moving Forward

WSAC policy directors and staff are now finalizing Legislative Advocacy One-Sheets that will be used and distributed in the 2023 Legislative Session. As the session nears, these one-sheets will be finalized and made available for use to you and your counties.
